Public-Private Partnership

The Montgomery Infill Housing Initiative

CCDG is partnering with the City of Montgomery and Liberty Bank to build attainable new homes on vacant city-owned lots. The City supports title clearance and parcel readiness. Liberty Bank provides construction-to-permanent financing built for first-time and workforce buyers. Together, we can build quickly, predictably, and at prices that fit Montgomery's housing needs.

Objective

Deliver modern, attainable 3BR/2BA infill homes on city-provided lots through a builder-led model that strengthens neighborhoods and expands homeownership.

City of Montgomery

Parcels, permitting, and policy alignment

  • Activating underused parcels
  • Streamlining permitting
  • Supporting attainable housing goals
  • Aligned with the City's adopted Downtown Action Plan

Liberty Bank

Construction-to-permanent lending

Liberty Bank provides construction-to-permanent lending for the program, structured so first-time and workforce buyers can move from construction into a permanent mortgage at closing.

The Opportunity

Why Montgomery, and why now

Obsolete housing stock

Vacancies caused by homes that no longer meet the needs of today's buyers.

Vacant and underused parcels

Many parcels sit empty across the city, and a large share of them are city-owned.

Clustered lots

Lots grouped close together support phased development and repeatable build cycles.

Project Readiness

Ready to build on day one

  • Standardized 3BR/2BA model
  • Lender-aligned budget
